يتشارك مبنى بلدية أبوظبي، والمحاط بثلاثة شوارع، بحارةٍ مع كل من إدارة توجيه الدفاع المدني التابع لوزارة الداخلية، ودائرة الشؤون البلدية، ووزارة المالية، ووزارة التخطيط والإقتصاد. ويعتبر مبنى البلدية الأكبر اتساعاً، والأكثر وضوحاً بالمقارنة مع ما هو حوله من المنشآت في تلك المنطقة. ويتناقض شكل هيكله الإسمنتي الأنيق، ذو اللون البيج، مع نوافذه ذات اللون البني الداكن، والتي تدل على أربعة خطوط مستقيمة. و للمبنى اثني عشر مدخلاً مختلفاً، ومسجد أنيق الشكل، وثلاث نوافير تتربع حوله.

Surrounded by three streets, the Abu Dhabi Municipality building shares a block with the Ministry of Interior’s Direction of Civil Defense, the Department of Municipal Affairs, the Ministry of Finance, and the Department of Planning and Economy. It is the largest building around, and it is the most visible. Its clean, concrete beige structure contrasts with the dark brown windows that define four straight lines. There are twelve different entrances, an elegant mosque in front of the building, and three fountains set around the building.
ولقد تم إنشاء دائرة البلدية وتخطيط المدن عام 1962، وسرعان ما بادرت البلدية بالعمل على تطوير خطط رئيسية مختلفة للمدينة، تزامنت مع نهاية ستينات القرن الماضي. وعلى الرغم من أنّ الخدمات الحكومية في أبوظبي، عادة ما تتلقى أموالاً إضافية من أجل إعمار المباني التي تستضيفها، إلا أنّ تمويل مشروع بناء مبنى البلدية كان من ريع الميزانية السنوية للبلدية مئة بالمئة، ودون أي تمويل إضافي. ولقد تولت شركة بولغار كونسلت مشروع تصميم المبنى، وذلك بمساهمة من شركة الطيب للهندسة. وكما هو الحال في أي من مشاريع بولغار كونسلت الأخرى، والتي نذكر منها على سبيل المثال: مشروع محطة الحافلات الرئيسية، فإن مبنى البلدية يعد بمثابة التقاء هائل من الأشكال الهندسية. وتبدو البلدية في طلتها تقريباً كالطائرة، وتعتبر شكلاً مثالياً مكملاً لمحطة الحافلات، التي تُنذر الحركة فيها بلحظة إقلاع الطائرة. وبالإضافة إلى ذلك، فإن المبنى يوفر بيئة إجتماعية داخل إطار الحديقة الجميلة الواقعة إلى الشمال، حيث يقوم الرجال بممارسة لعبة الكريكيت في عطلة نهاية الأسبوع.
ويعد مبنى البلدية مثالاً جيداً يدل على الحداثة الإماراتية، حيث تستخدم خطوطه الأنيقة أنماطاً متكررة دقيقة، وأقواساً منخفضة الإرتفاع فوق بعض النوافذ. وإلى جانب التصميم الناجح للمبنى، فإن الدور المحوري، والذي تلعبه البلدية ذاتها في نمو المدينة، يؤهل هذا المبنى ليكون معلماً تاريخياً مهماً.
The Department of Municipality and Town Planning services was created in 1962. By the end of the 1960s, the municipality was developing the various master plans of the city. Governmental services in Abu Dhabi usually receive extra funds to build the structures hosting them. The Municipality building, however, was built out of the municipality’s annual budget, and with no additional funding. Bulgarconsult A&E designed the building with the help of Al Tayeb Engineering. Much like Bulgarconsult’s other projects, such as the Bus Terminal, the Municipality is a massive assemblage of geometric shapes. The Municipality looks almost like an airplane, and it is a perfect complement for the Bus Terminal, whose movement is reminiscent of the takeoff of a jet. The building also provides a social setting in the beautiful park located to the north, where men play cricket on weekends.
The Municipality building is a fine example of Emirati modernism. Its sleek lines use subtle repetitive patterns and low arches above some of the windows. Besides the successful design of the building, the central role of the municipality itself in the growth of the city makes the building a historical landmark.
